The minister noted that the recommendation of March 28, 2023, no longer applies to Russian and Belarusian participants in youth competitions, and they are once again permitted to compete under national symbols, with their flag and anthem, and without any additional checks.
"International federations establish their own criteria for defining 'youth competitions,' but participation in all such competitions—both individual and team—must be allowed without additional restrictions. These rules, subject to the reinstatement of the ROC, will also apply to the 2026 Youth Olympic Games in Dakar," wrote Mikhail Degtyarev.
Furthermore, the International Ski and Snowboard Federation has allowed Russian Paralympic athletes to participate in all FIS-sponsored competitions under Russian national symbols.
