Russian President amended law on military service

Article 21.5 of the Code of Administrative Offenses was amended to clarify penalties for failure to report departure from one's place of residence for a period exceeding three months. The Russian President signed the law introducing the amendments.

According to these amendments, this article aligns with paragraph 3 of Article 22 of the Federal Law "On Military Duty and Military Service," which stipulates that conscription of citizens not in the reserves is carried out annually from January 1 to December 31, upon a presidential decree.

The federal law comes into force on January 1, 2026.
