

As winter approaches, residents may experience disruptions to their home heating. Heating may be insufficient, or frequent outages may occur. In this regard, Rospotrebnadzor specialists reminded residents of the key provisions of the current legislation regulating the provision of heat energy to the population.
Heating must be provided 24 hours a day throughout the heating season. Interruptions are permitted, but not more than 24 hours in total within one month; no more than 16 hours at a time when the air temperature in residential premises ranges from +12°C to the standard temperature (+18-20°C); no more than eight hours at a time when the air temperature in residential premises ranges from +10°C to +12°C; and no more than four hours at a time when the air temperature in residential premises ranges from +8°C to +10°C.
Furthermore, the law establishes minimum comfort temperature standards. In standard residential spaces, the temperature must be maintained at a minimum of +18°C. Corner rooms require a higher comfort standard, with a minimum of +20°C. For regions with harsh winter conditions (the lowest winter temperatures reach -31°C), higher standards have been introduced: no lower than +20°C in standard rooms and +22°C in corner rooms.
If a utility customer encounters non-compliance with these standards, several steps should be taken.
It is necessary to document the poor heating quality. Please report it to the emergency dispatch service (orally or in writing). Send a claim to the service provider's legal address with a delivery confirmation.
If the management company fails to respond, you should contact the state housing inspectorate or the court for compensation for damages and moral harm.
