

The State Duma has adopted amendments to the law on foreign agents, clarifying the penalties for failing to fulfill their duties. Now, after a single (previously two) administrative offense or if they have a criminal record, a foreign agent will face up to two years in prison.
State Duma Chairman Vyacheslav Volodin commented on his social media that the need to review the level of liability for foreign agents is urgent: according to the Ministry of Justice, more than 40% of foreign agents fail to comply with operating procedures and restrictions. According to Supreme Court statistics, the number of administrative offenses committed by foreign agents increased by 40.9% between 2023 and 2024.
