The Ministry of Digital Development has put forward for discussion a second package of measures to combat fraudsters. It aims to strengthen the protection of citizens. In total, it contains about 20 initiatives.
Thus, it is proposed to restore access to the State Services portal using biometrics through a banking application, utilizing the Max Messenger, within the MFC.
A single consent platform will be created on State Services, allowing users to view previously given consent for the processing of their personal data. People will be able to find out who is processing their data and for what purpose, as well as revoke previously issued consent, and report possible violations to the relevant authorities.
It is proposed to introduce enhanced interaction between banks and operators through the implementation of automated data exchange through the GIS "Antifraud".
The initiative proposes developing a mechanism to compensate citizens for damage caused by fraudulent actions. In particular, if the telecom operator has not taken the necessary countermeasures, it will be obliged to reimburse the stolen amount. If the bank, despite the operator's warning, fails to take measures to prevent theft, it will be held liable for reimbursement.
Another proposed measure is to ban incoming calls from foreign numbers. International calls will be marked with a special indicator.
An extrajudicial blocking mechanism will be in effect for phishing sites that distribute malware or contain information about the sale of uncertified communication equipment.
The proposed measures aim to establish a multi-level system for protecting citizens in the digital space. It is noted that they have been developed to maintain a balance between security and user rights, as stated in the explanatory note to the bill.
