Roskomnadzor reported a partial restriction on calls to Telegram and WhatsApp*. Such measures are being taken in accordance with the materials of law enforcement agencies to combat criminals.

"According to law enforcement agencies and numerous requests from citizens, foreign messengers Telegram and WhatsApp* have become the main voice services used to deceive and extort money, and to involve Russian citizens in sabotage and terrorist activities. Repeated requests to take countermeasures by the owners of messengers have been ignored.

We inform you that, to combat criminals, in accordance with the materials of law enforcement agencies, measures are being taken to restrict calls in these foreign messengers partially. No other restrictions on their functionality are being introduced.

The fight against criminal calls is being carried out consistently. Since 2024, the Antifraud system has been in operation, blocking calls with number substitution in traditional telephone networks of Russian telecom operators. As a result, almost all such calls have moved to foreign messengers that refuse to ensure the safety of Russian users and society," the official statement says.
