A draft presidential decree has been prepared by the Russian Ministry of Education proposing the establishment of this new observance.
According to the Ministry, the initiative aims to preserve and support the languages of Russia's diverse peoples, while also promoting interethnic unity and respect for the country's cultural heritage.
The proposed date—September 8—is symbolic, as it marks the birthday of Rasul Gamzatov, a Soviet poet, prose writer, publicist, public and political figure, and translator.
The draft decree was developed following the instructions of the President of the Russian Federation and will come into force upon signing.
