A bill from Bashkortostan deputies on the distinction between sports schools and private sections operating without a license has been sent to the State Duma. The bill's authors are the State Assembly of the republic and Rima Batalova, a member of the State Duma Committee on Sports.
As the explanations to the document indicate, the bill was developed to legislatively differentiate sports schools operating with a license from physical education and sports organizations without a license.
"Today, the situation has developed, and the number of organizations operating without a license in physical education and sports has increased many times over that of sports schools. Often, such sports organizations operate under the guise of sports schools, and parents who send their children there are misled. Such sports organizations operate to extract maximum profit, and achieving high results for their students is not their primary goal. In contrast, sports schools are aimed at developing their students' physical, intellectual, and moral abilities," the bill notes. The document also states that coaches without the necessary education or even a criminal record can work in private sections, and strict requirements are imposed on personnel in sports schools, including qualification testing.
The bill proposes to establish in the law that a sports school is an organization implementing educational programs of additional education in physical education and sports, created by the Federal Law "On Education in the Russian Federation".
According to the authors, the document's adoption will allow parents of minors to choose the right sports organization, focusing on the quality of services provided and ensuring the child's safety.
