Russian Federation has approved new procedure for admission from college to universities without Unified State Exam

The Russian Federation has approved a new procedure for admission from college to universities that does not require the Unified State Exam. The federal law was signed today by Russian President Vladimir Putin. Changes were made to the Law on Education, and the document was published on the official portal of legal information.

Now, college graduates will be able to enter universities without passing the Unified State Exam only for similar specialties. If the direction of study at the college and university coincides, it will be possible to enter based on entrance examinations. If not, you will need to pass the Unified State Exam.

The innovations will improve the quality of preparation of applicants, according to the initiators of the law. Previously, the legislation did not include a clause on the specialty's compliance upon admission to the university. According to the previous version of the law, admission of applicants with secondary vocational education was based on the results of entrance exams - their form and list were determined by the university.

The law takes effect on September 1, 2025.
