Bashkortostan government discussed housing construction prospects

The Bashkortostan government discussed housing construction prospects in small towns of the republic. Prime Minister Andrey Nazarov noted at a meeting with municipal heads that, in accordance with the instructions of the Head of the Republic Radiy Khabirov, the government was tasked with analyzing housing construction, including in small towns.

“We have eight such urban settlements with less than 50 thousand people. These are Agidel, Baymak, Birsk, Blagoveshchensk, Davlekanovo, Dyurtyuli, Uchaly, Yanaul. As noted, last year we managed to commission a record amount of housing - 3 million 348 thousand square meters. This is 1% more than the 2023 level. At the same time, in the structure of housing construction, the share of housing commissioned in small towns amounted to 3.3% or almost 112 thousand square meters,” Andrey Nazarov said.

Acting Minister of Construction and Architecture of the Republic of Bashkortostan Artem Kovshov recalled that last year, the share of housing built by the population at their own expense and with the help of loans amounted to 69.7% in the structure of housing construction. They built 19,735 private houses with a total area of ​​2 million 335 thousand square meters. Developers commissioned 1 million 13 thousand square meters. Multi-apartment and block residential buildings were commissioned only in 28 republic municipalities, including Ufa, Neftekamsk, Oktyabrsky, and Sterlitamak, which account for 88.2% of houses. "For cities with a population of up to 50 thousand people, state support programs for the secondary market are more effective, as well as the provision of loans at preferential rates for the construction of individual houses. According to Russian President Vladimir Putin, the family mortgage program has been expanded. The new conditions came into effect on April 1, 2025. The main change is that it is now possible to buy an apartment with a family mortgage on the secondary market in cities with low housing construction. The new benefits will be valid until 2030,” emphasized Artem Kovshov.

He also added that to achieve the target indicators for the commissioning of housing, the heads of city and district administrations must regularly, together with developers, analyze the construction readiness of facilities scheduled for commissioning in 2025; increase the number of permits issued for the construction of houses and involve new territories for construction, including within the framework of integrated development of territories; continue work to identify unregistered individual housing construction projects and ensure their registration.
