The Russian Government has approved critical areas for the comprehensive rehabilitation and habilitation of disabled people. Subsequently, standards for providing such services will be developed for them. The corresponding resolution has been published on the Russian Government portal.
As reported in the document's explanatory note, this decision will help improve the quality of care provided to disabled people and children.
We are talking about five areas:
The current procedure for providing services regulates only the medical rehabilitation of adults and children.
The Ministry of Labor will create prosthetic and orthopedic care standards in agreement with the Ministry of Health. This department must develop separate procedures for people with disabilities who need prostheses, orthoses, or hearing aids. Also, the Ministry of Labor, in agreement with the Ministry of Education and Science and the Ministry of Education, will approve standards for professional rehabilitation services. These same departments will be engaged in creating standards for the social, psychological, and social rehabilitation of people with disabilities and disabled children.
The Ministry of Labor and Education will develop and approve a standard for early assistance to children and their families. The Ministry of Sports will develop standards for physically rehabilitating disabled people using adaptive physical education and sports.
The rules for developing standards, approved by the signed resolution, state that scientific organizations rehabilitating and habilitating people with disabilities should be involved in their creation. At the same time, the finished draft standards must undergo discussion, in which the developers, public associations of people with disabilities, and public organizations providing various types of support to people with disabilities will take part.
