State Assembly of Bashkortostan initiated bill on disabled people's housing rights protection

Deputies of the State Assembly of Bashkortostan introduced a bill to the State Duma to protect the housing rights of disabled people. As noted by the speaker of the Bashkir parliament, Konstantin Tolkachev, the initiative is related to solving the problem of building a house on a private subsidiary farm.

"The bill is aimed at protecting the housing rights of citizens with disabilities. The current provisions of the law "On the Social Protection of disabled people in the Russian Federation," which concerns housing provisions for disabled people, enshrine their right to priority receipt of land plots for individual housing construction, private farming, and gardening. The problem is that not all plots for private farming can be used to construct a residential building. The so-called field land plots outside the boundaries of a populated area are intended only for producing agricultural products - it is impossible to build a house on such land. We propose to formulate this provision more clearly to protect the housing rights of citizens with disabilities,” says Chairman of the State Assembly Konstantin Tolkachev.

According to the bill's text, “disabled persons are granted the right to priority receipt of land plots that are in state or municipal ownership, following the main type of permitted use of which is the placement of individual housing construction projects.”
