Parents of two or more children will receive annual payment

The President of Russia signed the federal law “On annual family payments to citizens of the Russian Federation with two or more children.” The document was published on the portal for the official publication of legal acts.

The law provides for the establishment of an annual cash payment to citizens who have two or more children under the age of 18 (if they are studying full-time in educational institutions, then up to 23 years). The average per capita income of a family applying for payment should be at most 1.5 times the subsistence minimum per capita established in the region of residence. In addition, the citizen applying for payment must not have arrears in the alimony payment.

The payment amount is determined as the difference between the amount calculated without using other personal income tax deductions for the year preceding the application for payment and the amount calculated from the same income at a rate of 6%.

The Government of the Russian Federation will establish the procedure and conditions for making payments, including a list of types of income and movable and immovable property that is considered when determining the right to receive a fee and a list of documents and information necessary for its assignment. Funds for the payment will be transferred to the territorial bodies of the Social Fund of the Russian Federation. The law will come into force on January 1, 2026.
