State Duma wants to oblige management companies to report quarterly on house maintenance

Currently, management organizations are not fully committed to providing a comprehensive range of services for the maintenance and upkeep of multi-apartment residential buildings. This was highlighted by the State Duma of Russia deputy, First Deputy Chairman of the Committee on Construction and Communal Services Pavel Kachkaev, during his appearance on the “Honestly Speaking” program.

“Now the owner has no choice in the amount of services provided. A decree of the Government of the Russian Federation No. 290 establishes a minimum list of services. Still, according to current legislation, choosing them is impossible. Today, the management organization is not interested in performing the entire list of services, even if there are funds for it. They report monthly on maintaining living quarters, but there is no list of what forms it should take and for what. I dealt with one of the houses in Ufa, and it turned out that 99% of the funds allocated for maintenance in the winter were spent on cleaning the entrance canopies. Therefore, today, we in the State Duma are working to ensure that management companies report quarterly and item by item to the house council - on lawn cleaning and so on. So that there is still a minimum list of types of mandatory work. This should include only those works that ensure the safety of living,” said Pavel Kachkaev.
