Vladimir Putin established large families status and determined measures to support them

President Vladimir Putin signed a decree “On measures of social support for large families.” The document was published on the website of official legal acts.

According to the document, the status of large families is officially established in Russia, and the main measures to support them are also determined.

“Taking into account the important role of the family in the development of the state and society, I decree: to establish that a large family in Russia is a family with three or more children, the status of which is established indefinitely,” the decree says.

It is noted that large families will be provided with social support until the eldest child reaches the age of 18 or 23, subject to his full-time education in an educational organization.

Thus, following the law, large families are guaranteed the provision of state benefits and payments in connection with the birth and upbringing of children, providing support measures in the field of labor relations, early assignment of old-age insurance pensions to women in connection with the birth and upbringing of three or more children; vocational training for parents with many children and their receipt of additional vocational education to ensure their quality employment; the right to free visits to museums, cultural and recreational parks, and exhibitions on the territory of Russia, regardless of place of residence, in the manner and under the conditions determined in the constituent entities of the Russian Federation.

It is recommended that senior officials of the constituent entities of the Russian Federation establish the following measures of social support for large families: free provision of prescription drugs to children under six years of age; providing students of educational institutions with free travel; providing free meals to students; equipping students with clothing for attending classes, as well as sports uniforms for the entire period of study; admission of children to nurseries and kindergartens as a matter of priority; provision of benefits for housing and utilities in an amount of not less than 30% of the established payment amount; assistance in improving living conditions and providing land plots equipped with the necessary infrastructure; determine the procedure and conditions for providing social support measures to large families.

The head of state also instructed the government to establish a single model of certificate confirming the status of a large family and to ensure the maintenance of a data bank about such families.
