From September 20 to 23, 2023, a strategic session, “Strategy for the development of the social sector of the Republic of Bashkortostan until 2035: new approaches to improving citizens' quality of life,” is being held in Ufa. Its results will be used to develop one of the main documents determining the development of the social sphere.
Participants in the strategic session included representatives of relevant ministries, non-profit organizations, state and municipal institutions, higher educational institutions, and experts in the field of social policy.
Alexander Pirozhenko, director of the “Quality of Life” division of the Agency for Strategic Initiatives, delivered a welcoming speech.
Over 4 days, experts will work in 6 strategic areas: “Healthcare”, “Education”, “Opportunities for work and business”, “Comfortable and accessible environment”, “Social services and social support”, and “Culture and youth policy”.
Based on the results of the strategic session, breakthrough initiatives will be developed in key areas of the social sphere. They are expected to form the basis of the Strategy and ensure the transition from the current state of the social sphere to the desired future.
Maxim Zabelin noted that all initiatives should be developed in conjunction with national goals, national projects, initiatives for the socio-economic development of Russia, federal and state programs and have a significant systemic effect: specific beneficiaries and an achievable, measurable result, and to achieve a more effective result, developed activities must be interdepartmental.
Experts must defend new ideas and solutions before the Head of Bashkiria. The most breakthrough ones, which will ensure a qualitative change in one of the areas of human social life, will be supported by him.
Currently, as part of implementing the National Social Initiative in Bashkiria, a regional social standard is being introduced aimed at improving the quality of life of the population and the availability of services in the social sphere. The implementation of the standard provides for the implementation of 13 provisions in the region.
There are still 9 more provisions to be finalized and implemented that will improve the quality of life of the republic’s residents. One of the main documents in these areas will be developing and approving the Strategy for the Development of the Social Sphere of the Region.
The strategy will be developed considering the strategic planning documents of Bashkiria based on analyzing the population's requests, open public discussions, and experts in social sphere issues.
The draft Strategy will be discussed at the Quality of Life Council meeting under the Head of the Republic of Bashkortostan.
Earlier, Bashinform News Agency reported that the Head of the Republic, Radiy Khabirov, at a meeting with social activists in the region, spoke about the formation by the region’s management team of a group that will predict what Bashkiria will be like in 2030.
