State Duma obliged conscripts for military service to hand over their passports to Ministry of Internal Affairs

The State Duma, in the third, final reading, adopted amendments to the law “On the procedure for leaving the Russian Federation and entering the Russian Federation” with a single list of grounds for invalidating international passports and the reasons for their withdrawal from Russian citizens.

As it became known to Bashinform News Agency, according to the innovations, young people who are subject to conscription for military or alternative civilian service, after receiving the summons, within five working days from the date they are informed of the decision to restrict the right to leave the Russian Federation, are required to deposit their passports with the migration department of the Ministry of Internal Affairs. Documents will be kept "until the expiration of the restriction of the right of a citizen of the Russian Federation to leave the Russian Federation or the expiration of their validity."

Also, according to the amendments, passports are subject to seizure from a Russian citizen if he concludes an employment contract with an organization that provides access to information of particular importance or state secrets.

In addition, the law introduces a unified list of grounds for invalidating foreign passports, including service and diplomatic ones. Among such grounds are the loss of a passport, a change in the full name, gender, or other personal information, the death of the owner, the termination of Russian citizenship, the unsuitability of a passport, or its issue on counterfeit or invalid documents. Diplomatic or service passports not returned by their owners after a business trip will also be recognized as invalid.
