State Duma deputies adopted a bill on equal applicants’ access to targeted education. The document provides for creating a single educational platform on which employers' applications will be publicly posted. The number of budget places and quotas for targeted training will be formed on their basis. As Chairman of the State Duma Vyacheslav Volodin emphasized, the draft law, which, if finally adopted, will enter into force on May 1, 2024, will allow the formation of a transparent procedure for targeted training.
As a result of adopting such a law, measures to support the student during the study period, the provision of housing, and subsequent employment will be prescribed in the agreement on targeted education. These will be the obligations of the customer of targeted training.
All applications for targeted training will be public. Each applicant will be able to find information about support measures during the study period, social guarantees, payments during employment, and the employer, with whom an employment contract will subsequently be concluded. It is clarified that the agreement on targeted training involves work for at least three and no more than five years following the qualifications received.
According to Vyacheslav Volodin, the main thing in the targeted training system is to create conditions for the future specialist to come after him for precisely the job he was prepared for.
“It is important that the student understands that he is guaranteed a job, a decent salary, housing, and other social guarantees from the employer and the region,” the speaker noted. - And the regional authorities were sure that the invested funds were not wasted, and the person who agreed on targeted training would return to work in his region,” said the speaker of the Russian parliament.
According to him, the problem of staffing where needed, especially in healthcare and education, will be resolved.
