Deputies of the republican parliament supported the concept of the draft federal law "On tourist tax". The document was sent by the State Duma to the regional parliaments so that they expressed their opinion on the advisability of its adoption.
According to Chairman of the State Assembly Konstantin Tolkachev, the bill does not imply a widespread introduction of a tourist tax, but only proposes to give the regions the right to make such a decision.
By the concept of the bill, adult citizens who live in accommodation facilities for more than 24 hours are recognized as payers of tourist tax. The amount of the fee can be differentiated depending on the season, location, etc., but cannot exceed 100 rubles. The categories of citizens exempted from its payment are indicated.
The experiment on the collection of resort fees has been carried out since 2018 in four constituent entities of the Russian Federation: Krasnodar, Stavropol, Altai Territories, as well as in Crimea. The experiment was recognized as successful and several regions spoke in favor of spreading this practice throughout the country, proposing to give the subjects of the Russian Federation the right to establish a tourist tax on their territory. This proposal formed the basis of this bill.
