Russians are allowed to go abroad for working, studying and medical purposes

IMPORT Servisnyy
Citizens of Russia can now go abroad to work, study, and have medical treatment. A corresponding government order has been signed, TASS reports citing Prime Minister Mikhail Mishustin.
“Foreign citizens who are going to undergo treatment at Russian medical organizations, as well as those who have close relatives, guardians or trustees who need care, will be able to enter Russia,” said the head of the Cabinet at a meeting of the Presidium of the Coordinating Council for Combatting the Coronavirus Infection.
Recall that back in March 2020, a decision was made to temporarily restrict the entry of foreign citizens into the Russian Federation, as well as the exit for most Russians to prevent the spread of the coronavirus.
