It will require 8.3 billion rubles to create accessible environment for disabled in Bashkortostan

UFA, 17 July 2019. /Bashinform News Agency/ translated by Tatiana Aksyutina/.
The creation of an accessible environment in social institutions of Bashkiria will require 8.3 billion rubles. The Interim Vice-Prime Minister of the Government of Bashkortostan, Lenara Ivanova, reports this on her Facebook page.
“There are 14,468 objects in the republic, of which 6900 are sports facilities, 4400 cultural, 164 health care, 2700 educational and 154 social facilities, which require re-equipment to be accessible for people with disabilities. Moreover, when we talk about accessibility, we mean the so-called universal accessibility, that is for all groups of people with disabilities ( with sight, hearing, musculoskeletal and mental disorders), parents with wheelchairs and senior citizens. In total, 270 thousand people with disabilities live in the republic (8469 - with visual impairments, 3678 with hearing impairments, 5317 wheelchair users), ” Lenara Ivanova informs.
The re-equipment of one object requires 700 thousand rubles.
The "Accessible Environment" state program was launched in 2011.
“At first, it was generously co-financed by the federal budget. Now it is more a task of the subjects and municipalities themselves. Over the years, 542 objects were converted, on average, 50 - 60 per year. During 2011-2019, 1.3 billion was spent on all measures (not only capital investments, but also sign language translation, a control room for the deaf, and training of interpreters),” explains the Interim Vice-Prime Minister.
According to Lenara Ivanova, the state cannot rebuild so many facilities built in Soviet times. For example, 90% of polyclinics in Ufa are located in suitable premises.
Currently, construction standards on the availability of buildings and structures for people with limited mobility are in place, and it is impossible to commission a facility without them.
Lenara Ivanova asked the heads of relevant ministries to pay close attention to the topic of creating an accessible environment when planning funds for capital repairs.
