Representatives of Human Rights Council under Russian President met with Sibay activists

In the city of Sibay, the representatives of the Presidential Council for the Development of Civil Society and Human Rights took part in the 29th exit session. On March 26, the Council members met with residents of the city.
The head of the Greenpeace Russia fire prevention program, Grigory Kuksin, told the citizens about the results of the inspection of the Sibay quarry.
“We have not recorded heating and smoldering at the level where the water rose. It is necessary to continue monitoring the state of the atmosphere until the end of the process. We see that the company is carrying out the planned work if the additional rise of water is needed. We hope that the transparency and accuracy of information on works in the quarry will be ensured, including with the involvement of activists of the public group “Sibay, Breathe,” the publication “Sibaysky Rabochy” quotes Gibory Kuksin.
Representatives of the Council stated that the city needed a permanent post for continuous monitoring of atmospheric air, but it is not prescribed by law for settlements of less than 100 thousand people. Moscow experts have suggested that the impact on the health of sulfur dioxide emissions was made, but that issue would require further studies.
The Sibay residents from the “500 zone” talked about the deterioration of health, asked to organize the arrival of a toxicology laboratory in the city, install chambers and gas analyzers on the sides of the quarry, demanded transparency in the work of the plant on eliminating sources of ore smoldering. The townspeople were concerned about the possible harm of emissions for the next harvest. Locals asked for an environmental assessment of the soil and water.
The Council members highly appreciated civic activism and non-indifference to the situation, in particular, by the group “Sibay, Breathe”. The chairman of the standing commission on environmental rights, Sergey Tsyplenkov, assured that the Council would prepare recommendations based on the results of the conversation. They will be submitted to the administration of the President of the Russian Federation, as well as to representatives of the relevant executive bodies of state power.
