All unauthorized landfills should be eliminated by next winter in Bashkiria.

Today at a briefing session in the Government RB, the Acting Head of Bashkiria commissioned to develop an effective administrative mechanism to prevent the formation of new unauthorized landfills in the region.

As reported by the Interim Minister of Ecology RB Mirhaydar Fatkullin, about two tons of waste are generated annually in the republic. Virtually the entire volume is subsequently placed on landfills and unauthorized waste disposal sites. There are about three thousand such landfills in the republic, of which more than 40 are large ones with an area of 5 hectares.

“The situation with landfills is relatively good in the cities since the system of waste collection is rather organized there. But it is more critical in the Ufa suburban area - there are not enough places equipped with containers, there are a lot of gardeners' partnerships and recreation places”, the Interim Minister said.

The main reasons for landfills are that most of the rural areas are not covered by the planned regular collection of household garbage; the elimination of large landfills is carried out only if state expertise project documentation is available; environmental awareness is not formed in the society.

As noted by the Interim Deputy Prime Minister of the Government RB - Minister of Housing and Utility Services Mikhail Kireev, the system of administrative liability for illegal garbage disposal is not working effectively enough in the republic. According to the results of 11 months of 2018, over 3.5 thousand protocols amounting to more than 4 million rubles were drawn up for the revealed violations in the sphere of municipal solid waste treatment in the republic. Most of the fines were imposed in Ufa. But in the districts, despite a significant number of unauthorized dumps, not a single protocol was drawn up regarding MSW this year. "Municipalities do not deal with this issue, although they are well aware that the obligation to eliminate landfills will fall on them since January 1", Kireev stressed.

Radiy Khabirov drew attention to the fact that no one was engaged in the formation of environmentally friendly human behavior and offered to analyze the situation and make a comprehensive proposal for setting up an administrative mechanism to prevent the formation of landfills and punish legal entities and individuals for its violation. He said about the necessity to elaborate a schedule of unauthorized dumps liquidation by the municipalities in order to eliminate them completely by the next winter.
