Bashkortostan Health Ministry reports mortality reduction and shortage of doctors

UFA, 8 November 2018. /Bashinform News Agency, Elmira Sabirova/ translated by Tatiana Aksyutina/. The Ministry of Health of Bashkortostan summed up the results of work for the first 9 months of this year. In the course of an open and substantive conversation, the Interim Deputy Prime Minister of the Government RB Lenara Ivanova outlined the priority tasks facing the healthcare sector.
“The most painful point is our primary medical care, the lack of personnel there and its high “turnover”. It is clear that people do not want to work away from the cities. But this issue must be solved. Certainly, we should apply a systematic approach here. I appeal, first of all, to the chief doctors of regional hospitals. We need your engagement in analyzing the whole situation in the field of health protection in the territory entrusted to you”, Lenara Ivanova underlined.
The urban and regional healthcare heads are instructed to analyze the situation and, together with the local administration, to develop an action plan for retaining specialists. The Rector of Bashkir State Medical University Valentin Pavlov drew attention to the targeted training of doctors in specific areas.
The Interim Health Minister Rafael Yapparov noted that the main tasks of public health were defined in the decree of the President of Russia. They include mortality rates reduction, availability of primary medical care for the population, elimination of personnel shortages. The head of the department paid key attention to the medical-demographic indicators, which were the main indicators of the State program for healthcare development. As noted by Rafael Yapparov, the leading causes of mortality in the republic corresponded to the national ones. These are circulatory system diseases (RB - 44.1%, RF - 46.4%), neoplasms (RB-14.6%, RF - 15.8%) and external causes (RB - 8.4%, RF - 7 3).
"During the reporting period, we managed to achieve the target rates of infant mortality (actual - 5.2; target - 5.4 per thousand live births), mortality from tuberculosis (actual - 5.1; target - 5.6 per 100 thousand people) and road accidents (actual - 10.7; target - 11.3 per 100 thousand people), cited data the Interim Minister. “Mortality from tuberculosis, diseases of the nervous system, respiratory organs, digestion, urinary system, myocardial infarction, external causes, traffic accidents, suicides, and others has decreased. This tendency led to a decrease in mortality in September of this year compared with the same period last year. We should retain this tendency to reach the target by the end of the year”.
Among the issues of concern is also the unsatisfactory condition of medical and obstetric stations. There are only 2064 of them in the republic, while 72 percent are in disrepair. To improve the situation, they are replaced by modular medical and obstetric stations. In the republic, 32 modular medical and obstetric stations and rural outpatient clinics were established, 20 of them in the current year, contracts were signed for the supply of 15 more. Within six years, 15 medical and obstetric stations will be installed annually within the framework of national projects. For the first time, modular medical and obstetric stations will be established in seven localities with up to 2,000 people at the expense of the federal budget. Also in the years 2021-2024, it is planned to replace 57 stations in disrepair.
