Rustem Khamitov held meeting on outsourcing issues in social institutions

Today, in the House of the Republic, the Head of Bashkortostan Rustem Khamitov, held a meeting on the outsourcing organization in social institutions. Members of the Government of Bashkortostan, representatives of relevant ministries and departments, heads of municipalities, heads of educational and healthcare institutions took part in it.

The head of the region marked that an introduction of outsourcing in the social sphere was caused by an intention to release the institutions from their non-essential functions, to enable them to focus their efforts on the core activities, and to improve the quality of services by attracting professionals and specialized organizations.

The health care system transferred to this format of work in 2012, education - in 2016, cultural institutions - in 2017, and social protection sphere - from this year.

According to the head of the republic, the transition to outsourcing is complicated by the fact that there is no competition in this sphere. Thus, in rural areas, the only supplier dictates its conditions.

The head of Bashkortostan said that on his instructions the Government of Bashkortostan had already considered measures to stabilize and rectify the situation related to outsourcing. In particular, the head of the region agreed to allocate an additional 1.3 billion rubles to education, healthcare, and social institutions to normalize work in this part.

"It is clear that outsourcing is not an end in itself. We should not implement it at any cost, by force or administrative methods", stressed Rustem Khamitov. "This issue should be solved by each institution independently, proceeding from the goals, special details, resources, availability of competencies, competition in a particular settlement, etc."
