The First Deputy Chairman of the Council of Federation Committee on Science, Education and Culture, a representative from the executive body of the Republic of Bashkortostan, Liliya Gumerova, took part in a joint meeting of the Council of Legislators at the Federal Assembly for Education and Science and the Committee on Legislation of the Association of Innovative Regions of Russia on the issue "Legal Support of Personnel Training for the Digital Economy: the Role of Regions". The event was held in Tomsk.
Liliya Gumerova spoke on the topic of legislative support for the digital economy development in Russia - priorities, synchronization of the work of participants and the role of regions.
The Senator informed that in Russia the share of the digital economy in the country's GDP did not exceed 3%. Domestic enterprises significantly lag behind in the pace of introduction of digital technologies in comparison with the EU countries but outstrip the companies of Turkey, China, and Mexico. However, a number of positive trends are already evident. The volume of the digital economy has been growing rapidly in recent years. For example, Russia's GDP grew by 7% between 2011 and 2015, while the volume of the digital economy increased by 59% over the same period - by 1.2 trillion rubles in 2015 prices.
The parliamentarian stressed that the key factor in the development and application of the digital economy is a formation of an actual regulatory environment and the provision of a favorable legal regime. In 2017, two basic documents in the field of information technology development were adopted: the Strategy for the Development of the Information Society in the Russian Federation for 2017-2030 and the Digital Economy of the Russian Federation program.
According to the Senator, the necessary institutional basis for managing the Program, a project office for the Program implementation, competence centers and working groups have been created. In 2018 and 2019, drafting and adoption of about 50 bills on amending the Civil and Tax Codes, federal laws on personal data, on information, information technologies and information protection, on banks and banking, on communication, as well as in procedural legislation are supposed.
Liliya Gumerova noted that an important role in solving the issues of digital economy development was assigned to the regions.
"The Federation Council recommended that the Government of Russia, in cooperation with the state authorities of the subjects of the Russian Federation, implement pilot projects in the territories of the constituent entities of the Russian Federation. As a whole, the regulations of the formation and functioning of the digital economy are supposed to be based on the formation of a single digital environment, the sphere of electronic civil circulation, the effective use of the intellectual activity results, introduction and use of innovative technologies in the financial market, stimulation of the digital economy development and introduction of new reporting rules, including statistical information", underlined Liliya Gumerova.
