Social services waiting list has disappeared in Bashkortostan due to non-profit organizations - Rustem Khamitov

UFA, 8 December 2017. /Bashinform News Agency/. Bashkortostan will continue to involve non-profit organizations in the sphere of social services for the population. This was reported by the Head of Bashkortostan Rustem Khamitov at a meeting of the Association of Legislative (Representative) State Authorities of the Subjects of the Russian Federation in the Volga Federal District, which was held in Ufa.
“Bashkortostan was the first of the regions to implement a project on providing in-home social services with participation of non-profit organizations. Today, they are provided by 118 non-profits and business associations. The result is that the waiting list for receiving this type of assistance, which more recently, two or three years ago consisted of several thousand people, has disappeared”, said Rustem Khamitov.
The head of the republic said that over the past three years the number of community workers at the expense of non-profit organizations had grown from 2 to 3 thousand people. The number of citizens who received such assistance increased from 30 to 40 thousand people.
Social projects of non-profit organizations are financed. In recent years, about 50 million rubles have been allocated from the federal budget and about 100 million rubles from the republican budget for these purposes. Non-profit organizations win grants, participate in programs. Business associations and start-ups are provided with financial support from municipalities, while non-profits providing social services receive benefits in the form of premises provided at minimum rates.
The Chairman of the State Assembly - the Kurultai of the Republic, Konstantin Tolkachev, outlined the main tasks to be solved for more effective involvement of non-profit organizations in the process of providing social services. This is support of non-state suppliers with work premises, technologies for remote consultation of the population, creation of mobile crews for off premise service, increase in the volume and range of services provided.
