Rustem Khamitov took part in State Council meeting of Russian Federation

UFA, 5 May 2017. /Bashinform News Agency/. On May 4, in Moscow, the Head of Bashkortostan, Rustem Khamitov, attended the Joint meeting of the State Council and the Commission for Monitoring Targeted Socioeconomic Development Indicators.
The meeting discussed issues of state and municipal services provision through the network of multifunctional centres, independent evaluation of social service quality, and relocating people from dilapidated housing.
Opening the meeting, the Russian President Vladimir Putin noted positive changes in the areas of the most importance for our people's lives, such as healthcare, education, culture, and housing and utilities. According to him, the implementation of the May national executive orders has reinforced the partnership between the state authorities at all levels and civil society to reach our national goals.
Speaking about the topics of the agenda, the President of Russia announced that three thousand multifunctional centres were currently operating in the country covering almost the whole range of public services. Last year, the number of visits exceeded 60 million. It is essential to create conditions enabling people to use multifunctional centres regardless of where they live or have their registered address. This would be an important step towards creating a holistic, integrated framework for the provision of public and municipal services.
Vladimir Putin noted that developing an independent system for evaluating the social sector as a part of the work to implement the May 2012 executive orders was begun. This represents a real opportunity for people to influence work of medical centres, schools and universities, and cultural establishments.
One more issue of the agenda was relocation of people from dilapidated housing. From January 1, 2014, to September 2017, the goal was to relocate people from 11.15 million square meters of housing, which is home to 711,600 people. As of April 1, 2017, 520,000 people have been relocated from 8.13 million square meters of housing. This is close to 73 percent of the target figure.
Vladimir Putin instructed the Government, together with the regions, to develop permanent mechanisms for relocating people from dilapidated housing and to get these mechanisms into operation since January 1, 2019 and during the transition period, to continue work of the Housing and Utilities Fund, which had proven its effectiveness.
In Bashkortostan there are 45 multifunctional centres and 512 service centres organized as territorially separate structural divisions. 74 types of services of federal authorities, 98 – of republican authorities, 1 140 - bodies of local self-government, 27 - other organizations are available for visitors. Coverage of the population by multifunctional centres services is 98.43 percent (the planned value set by the May decrees is at least 90 percent).
To organize an independent evaluation of the quality of service provision in the social sphere, the Public Councils have been created with all sectoral ministries of the republic, which included representatives of public organizations, mass media, scientists, experts, veterans and disabled people.
In Bashkortostan, a targeted program for resettlement of citizens from dilapidated housing fund is being implemented. During the period of its implementation (2013-2017), 16 645 citizens were resettled from 6 034 slum housing with an area of 232.1 thousand sq. m. For these purposes, 360 apartment buildings with an area of 350.28 thousand sq. m. have been built.
