Rustem Khamitov met with members of Bashkortostan Trade Unions Federation

UFA, 27 April 2017. /Bashinform News Agency/. On April 26, the Head of Bashkortostan Rustem Khamitov met with members of the Trade Unions Federation RB. The trade unions interaction with management of enterprises, the issues of wages and compliance with labour legislation were discussed there.
The Head of the Republic noted that joint work of public authorities, employers and trade unions was quite well established in Bashkortostan. Since 1993, the Republican Trilateral Commission for the Regulation of Social and Labour Relations has been operating. In 2016 an agreement was signed between the Trade Unions Federation, employers' associations and the Government RB until 2019. Bashkortostan among 18 regions took part in the federal program to reduce tensions in the labour market.
“I believe that trade unions are obliged to play more active role in raising wages by using such an effective tool as sectoral tariff agreements. Employers must take into account trade unions, respect their opinion, fulfill their demands and necessarily coordinate decisions on any issues important to the workforce”, Rustem Khamitov said.
The Chairman of the Trade Unions Federation RB Marat Khusainov reported that in 2016 legal inspectors of trade unions checked 1,616 enterprises, revealed over 12 thousand violations of labour legislation. The technical labour inspection examined 582 enterprises, revealing more than 2,000 violations in the field of labour protection. Due to work of labour dispute commissions, it was managed to pay more than 93 million rubles of delayed wages and other payments. For three years this sum amounted to 720 million rubles.
The Chairman of the Russian Trade Union of Cultural Workers in Bashkortostan, Alexander Kuzmenko, touched on a topic of the non-state sector development in the social sphere, including the transfer of non-core services of budget institutions for outsourcing. According to him, this process will affect about one third of those working in cultural institutions, so it requires more careful study.
The Chairwoman of the Russian Trade Union of Education and Science Workers in RB, Svetlana Pronina, raised an issue of compensations for utility services to specialists living and working in rural areas. Since 2014, the size of the payment has never been indexed, while tariffs are growing every year.
In the course of the conversation, Marat Khusainov outlined the issue of wage arrears, first of all, for the enterprises undergoing bankruptcy proceedings. At present, the trade unions jointly with Rosreestr have prepared a number of proposals for amending the legislation on bankruptcy.
Roman Kalyakulin, the Chairman of the Russian Aviation Industry Workers' Union in RB, proposed to develop a mechanism for interaction between vertically integrated companies and local trade unions.
