Final decision on baby-boxes creation can be transferred to subjects of Russian Federation

The State Duma Committee on the Federal Structure and Local Self-Government Affairs supported a bill on baby-boxes, according to which the decision to create them is transferred to the subjects of the Russian Federation, the Izvestia newspaper reports.

Right now, the State Duma is in the process of reviewing three drafts on baby-boxes. The former proposes to legalize their work, the second - on the contrary, to prohibit. Both did not pass a single discussion in the lower chamber.

The initiative, considered by the committee is a compromise. The bill proposes to grant the final decision to create baby-boxes to subjects of the Russian Federation - depending on the "demographic situation, cultural and other local traditions".

The authors believe that baby-boxes will significantly reduce the number of murders by mothers of their children, the facts of leaving children at risk and number of abortions.

At the same time, a number of comments were made at the meeting of the committee. Thus, the document does not set forth a possibility for parents to subsequently take their child back if they change their mind. There is no definition of the direct refusal of the parent from the child, which is very important for the subsequent adoption.

The committee supported the bill, subject to the elimination of comments.

The profile committee on family, women and children has not yet considered the initiative, until May 12, it collects feedback and proposals from the regions. After that, the committee will consider all three initiatives in one day. Until the end of the session, the bill will be submitted to the chamber for consideration.
