Laws that will take effect since January 1, 2017

Since January 1, 2017 laws, some of which are directly related to the personal interests of each person will come into force: protection from collectors, increasing the retirement age - while only for the officials, tax on cadastre, electronic registration of real estate, priority of the Russian goods. These topics are discussed in the national media.

The Federal Law "On protection of rights and legitimate interests of individuals while conducting collecting activities" prohibits "collectors’ activity without a license".

The Federal Law "On increase of the retirement age for municipal and civil servants" - in fact means a start of a phased increase in the retirement age, analysts say.

The Federal Law "On state cadastral appraisal" provides tax charge for the property on its cadastral value, which exceeds the inventory one. The cadastral value is now determined by state appraisers – the law establishes the relevant institution.

The Federal Law "On state registration of real estate" transfers the housing registration system into fully electronic format. If the property is not registered in time, it can be fined in the amount of 20 percent of its value.

The Federal Law "On the priority of the goods, works and services originated from Russia or carried out or rendered by Russian persons in relation to goods originated from a foreign country, or works and services carried out or rendered by foreign persons" is related to state-owned companies, which while public procurement in case of the similar Russian goods (including drugs) availability should abandon option to import. It also means that the Russian citizens are given priority in employment.
