Valentina Matvienko named Bashkiria one of regional leaders in innovative development

UFA, 19 April 2016. /Bashinform News Agency, Gulfiya Akulova/. Valentina Matvienko named Bashkortostan one of the country's leaders in innovative development, support of young talents, schoolchildren, students, young scientists in their innovation activity. The Chairman of the Federation Council of the Federal Assembly of Russia took part in the All-Russian Youth Scientific and Practical Conference "Regional Programs and Projects in the Field of Intellectual Property through the Eyes of Young People".
According to Valentina Matvienko, in recent years in Russia there has been a significant breakthrough in use of intellectual capital, creating a quality legal framework for copyright protection and effective management of intellectual property. Law enforcement practice develops, the Court on intellectual property rights began working, the State Higher Education Standard "Intellectual Property Management" was approved. In ten years, budget allocations for research have increased almost ten times with a steady trend to rejuvenation of scientific personnel.
The Speaker of the Federation Council noted the need to encourage cultural attitude to intellectual property, including through legislative measures. "The state, in turn, should stimulate innovation, including by forcing large corporations to it. Without an impact of the state large corporations do not see much point in implementation of innovation".
Valentina Matvienko expressed her opinion that such conferences where young inventors presented their innovative projects could become a "bridge" between science and practice: "For example, a new more advanced flight control system is developed for highly maneuverable aircrafts. A unique simulator for treatment and prevention of diseases of feet and lower limbs can be used in medicine. A project on composites manufacturing technology based on agribusiness waste is of great interest. This year's conference presents a large number of projects testifying to enormous creative intellectual potential of young scientists, students and schoolchildren".
