Rustem Khamitov has held a meeting on e-learning development

UFA, 16 October 2015. /Bashinform News Agency, Alexander Smirnov/. On October 15, in Ufa Rustem Khamitov has held a visiting session of the Council at the Head of the Republic of Bashkortostan devoted to the e-learning development, which took place in the secondary school No. 159. It was attended by members of the Council, as well as representatives of relevant ministries and departments, higher education institutions of the republic.
Before the meeting, the head of the region familiarized with the presentation of the portal «Electronic learning in Bashkortostan Republic», which provides online courses for pupils and students, and for those wishing to get more professional skills.
“One of the reasons for slow re-orientation of schools to the new educational model - is the lack of a clear understanding of how to organize the learning process using electronic opportunities”, Rustem Khamitov said. In addition, according to him, to date there are no legislatively adopted basic concepts and scopes of entities responsible for accuracy and security of electronic educational courses.
“Ultimately, the republic should become a pilot area of the country to practice e-learning models. This can significantly improve the image and rating of our republic”, said the head of the region.
Rustem Khamitov noted the need to create an e-university. “We need guiding work, refresher training, distribution of best practices, lectures, seminars, webinars, any form of training using the knowledge of the most advanced world-class schools, etc. It should be a powerful system work”, said Rustem Khamitov.
The Chairman of the State Committee RB for Information Technologies and "Open Republic" System Functioning Rinat Shagalin presented an action plan for the development of e-learning in the republic. At the first stage it is planned to develop a single methodology for this process. The next stage will be the union of the educational systems of regional universities into a single information-educational environment. Then, since 2016 the development of e-learning courses and formation of the Centre for Education Quality Monitoring will be started.
During the discussion, the rector of the Bashkir State Pedagogical University Rail Asadullin proposed to establish a university-based centre, which would generalize experience of leading schools in the field of e-learning and subsequently introduce it in educational institutions of the republic.
Rustem Khamitov ordered also to establish grants of the Head of the Republic of Bashkortostan for development of e-learning in schools totaling 30 million rubles a year.
