Maternal capital is allowed to spend on children with disabilities

The Russian Government approved amendments to the law on additional measures to support families with children with disabilities, according to the Ministry of Labour website. The bill extends the use of the maternal capital. According to the document, families with disabled children will be able to dispose of maternal capital funds on goods and services that will help children to adapt quickly to the environment and to integrate into society. It is not about payment of medical services, rehabilitation, technical rehabilitation aids and services - they are available for the disabled from the federal budget.

"Among these goods and services can be ramps, special handrails in apartments, functional beds, massage tables, bicycles for children with cerebral palsy, lifting devices, displays, Braille keyboards”, said the Minister of Labour and Social Protection of the Russian Federation Maxim Topilin. “According to our estimates, this measure will support about 11 thousand families with disabled children, who partially or completely have not disposed maternal capital funds".

The bill allows parents to withdraw maternity capital funds without waiting for a three-year age of a child. The size of the maternity capital in 2015 is 453 026 rubles. Since January 1, 2016 it will increase to 475 thousand rubles.
