International conference "Innovations in Housing and Public Utilities: Theory and Practice" was held in Ufa

The State Duma deputy from Bashkortostan Pavel Kachkaev participated in the International scientific-practical conference "Innovations in Housing and Public Utilities: Theory and Practice", which was held in Ufa. It was organized by Ufa State University of Economics and Service and Kumertau branch of Orenburg State University with the support of the Ministry of Housing and Public Utilities of the Republic of Bashkortostan and the "United Russia" party.

At the conference Pavel Kachkaev presented a report on the role of homeowners in the management of apartment buildings.

“During the housing reform the Russian citizens received a legislative opportunity to manage their apartment buildings”, the deputy said. “However, in order to manage them efficiently and effectively, it is not enough just to have effective laws and legal acts. Initiative of homeowners and their activity at general meetings is necessary.”

The deputy also touched on important issues, which the State Duma and the Russian Government try to address - increase in payments for utilities, unscrupulous management companies, transparency of rates of supplying organizations and overhaul of apartment buildings. According to Pavel Kachkaev, Bashkortostan successfully works on these issues. The Law on apartment buildings overhaul repairs is effective in Ufa since 2006, and the provisions adopted by the City Council was reflected in the federal legislation.
