Prospects of ICT development in work of public bodies were discussed in Bashkortostan

The President of Bashkortostan Rustem Khamitov held a meeting of the Government of the Republic today. The main topic of the meeting was prospects of information and communication technologies development in the activities of republican government.

As the head of the Agency for Information Technologies Ildar Yamalov said, in accordance with the existing legal framework coordination mechanisms of informational support processes in government bodies are implemented and realized now.

Among the main elements of the system the head of department named planning activities regarding informational support plans elaborated by public authorities.

Examination of plans for electronic communication development is equally important element. Thus, from 2011 to 2013 more than 60 informatization plans providing implementation of about one thousand events in the field of information technologies were examined in the region.

“To support the coordination mechanism, the Agency shall keep a register of information resources and systems, informatization certificates of public bodies and local self-governments. To date, the registry includes 24 information resources and 38 information systems,” Ildar Yamalov marked.

In addition, some projects due to the mechanism of examination managed to improve the quality of implemented plans and save budgetary funds. This first of all relates to the data processing centre, creating of multi-service network and purchase of licensed software.

However, analysis of the effectiveness of the existing procedures revealed a number of problems: among them - lack of systematic approach to projects implementation, absence of reliable information about the costs for creation, development and operation of information systems and ICT infrastructure itself.

As the press secretary of the Agency for Information Technologies RB Eleanora Yalalova explains, an urgent task is to ensure monitoring of informatization plans implementation.

According to experts, the system of target values is designed to connect the planned activities on informational support of public authorities with the priority directions of ICT development and give a quantitative assessment of the activities implementation. ”The effective functioning of coordination activities in the field of ICT will be possible only if the relevant regulatory framework is available” the head of the Agency for Information Technologies Ildar Yamalov said at the meeting of the Presidium of the Government RB.
