Lilia Gumerova supports “Dima Yakovlev law”

The deputy Prime-Minister of the Government RB Lilia Gumerova comes out for support of “Dima Yakovlev law”, prohibiting citizens of the USA to adopt children from Russia.
The Vice-Premier agrees that the law aroused rather diverse response in the society but according to the latest sociological poll the majority of Russians vote for this law.
“VCIOM sites the following figures: 73% of Russians vote for rearing of minor orphans inside the country and they mustn’t be adopted abroad” – she stated during the recent “Bashinform” press conference.
The deputy Minister supposes that US authorities often inadequately respond to the cases of violence and humiliation of children in American families.
Further the deputy Prime-Minister has mentioned that the stories with American adoption have too many myths, such as the statement that citizens of the USA adopt the majority of gravely sick children. This is far from the truth.
“I studied both official and non-official statistics. As it turned out Americans adopt 2-10% of disabled kids and if we see how many disabled children live in the United States now, we can see enormous figures, so why they don’t adopt their own kids in such case?”.
The Vice-Premier thinks that it is necessary to make such conditions in the country, when Russian families can figure on solid state support in case of adoption. At the same time there are 18236 children-orphans in the Republic for today and only 1080 of them live in children homes. Family placement is the key priority here and Bashkortostan works in this direction quite successfully. 87% of former orphans are reared in foster families. There are plenty of social subsidies for foster families in the republic but at the same time we mustn’t forget about natural families, as the deputy Prime-Minister mentioned.
“If a family has a baby, suffering a sort of serious pathology, we have to do everything for this child to stay in his own family. Keeping disabled kids at asylums costs 14 times more expensive and it looks more reasonable to pay additional money to such parents and this money has to be spent for treatment, education, medicines and development”.
As for the international adoption, Lilia Gumerova has reported in 2011 the foreigners, mainly from Italy and Canada, have adopted nine kids from Bashkiria and in 2012 – four. 2011 kids have been placed in Russian families in 2011 and in 2012 – 248 according to preliminary information.
“Dima Yakovlev law” came into force since January 1, 2013.
