Children ombudsman Paul Astakov: “Keeping children in children homes is out-of-date approach”

The ombudsman for children rights Paul Astakhov, staying in Ufa with work visit, has visited the town specialized Child Home. Here he inspected the infirmary, the swimming pool and visited a morning performance with participation of the Home’s pupils.

“Keeping children in children homes is inadmissible luxury for our country today” – Paul Astakhov stated – Every year thousand children leave the walls of such children homes and they have to be arranged in our life and to be supplied with housing. In the nearest five-seven years we have to realize the main child right – the right for having family and no matter, is it his natural family or foster family. Both pupils and pedagogues of children homes understand quite well that nothing can be the best for a child than his/her own mother and father. Thereby we lay the basis for future generations, since the people, grown up in children homes, rarely make up the most active and competitive part of our society. At best they become dependants even in the best children homes” – the ombudsman stated.

“Rearing children in specialized asylums is the obsolete approach and we have to come to the idea that the number of such children homes would steadily go down as well as the number of children, kept in such homes” – he added.

As M-r Astakhov said, the goal of his visit is not just an inspection of children institutions, which would be used as the experimental sites for participants of the seminars within the frames of the forthcoming all-Russian congress of regional ombudsmen for children rights, but also the acquaintance with the general situation in this sphere in our region.
