Non-commercial rehabilitation centers for drug addicts will receive state support

State support is promised to public organizations, specializing in rehabilitation and socialization of drug addicts. Stable growth of drug addiction and unsatisfactory work results of the state narcology service push the authorities to this decision. Problems of rehabilitation for drug addicts were discussed today during regular meeting of the anti-drug commission of Bashkortostan, held by the President of Bashkortostan Rustem Khamitov. According to the data, cited by him, the real number of drug addicts in the Republic is close to 60 thousand, while only six thousand are officially registered. “We can see that state institutions aren’t able to solve this problem. We should actively involve non-commercial organizations, where people, sincerely aimed at aiding to drug addicts, work, in this sphere of activity” – the President RB stated. 10 non-state institutions (five of them were established by religious communities) have aided 1200 patients, while the Republican narcology clinics has treated 2112 patients in 2011 and only 120 of them have passed rehabilitation. It’s worth thinking of these figures, the President RB said.
Rustem Khamitov has reminded that the state doesn’t intend to evade from its responsibility. Thus, the 25-seat rehabilitation center for teenagers started working in one of Republican regions this year. Republican budget allocated more than13 million rubles for capital repair and equipping of the center near Ufa. The center accepts drug addicts since March 1 and in the nearest future its capacity will reach 75 seats, the Minister for health protection RB George Shebaev reported. In 2011 the anti-drug commission made the decision to open a network of rehabilitation institutions in Neftekamsk, Kumertau, Oktyabrsky and Sibay. Administrations of these towns failed to offer suitable apartments, so the Republican Ministry for health protection proposed to erect pre-engineered module constructions, provided that these constructions met all necessary sanitary norms. 28 million rubles will be necessary for that. The majority of this sum can be obtained from the federal exchequer. It will appropriate 20 million rubles, in case the Republic will find other 12 million rubles on the terms of co-funding.
Russian Government, preoccupied with rapidly progressing drug epidemic, is ready to help non-state institutions. In 2011 Bashkortostan has received federal grant at the rate of 24 million rubles for support of socially oriented non-commercial organizations. At present time special commission, patronized by the Ministry for economic development RB, is busy with selection of the organizations – the future recipients of the subsidies.
