Lilia Gumerova: “We have to arrange interaction between Republican and municipal centers for children rehabilitation”

The ombudsman for child rights in Bashkiria Lilia Gumerova believes it is necessary to arrange interaction between Republican and regional children rehabilitation centers.

“It is very important to arrange the link – the interdepartmental interconnection between these structures” - she said – “I’d like all rehabilitation centers would take the experience of the Children’s Center of psychoneurology and epileptology under the Republican clinical hospital N2 as an example. This institution obeys the Ministry of health protection RB while others – the Ministry of labor and population social protection RB. We need the system for monitoring every kid both at the Republican and the municipal levels”.

In opinion of the Bashkir ombudsman the connection between the Republican rehabilitation center and regional hospitals can’t be always traced, so the unified approach in this sphere is quite necessary.

“The Republican authority outlined the scope of aims, concerned with the children’s health protection. Now we need the databank of all children with disabilities in the Republic. The federal government poses the problem before us – the efficiency of any social service should be precisely measured and if there is a child with disability in one of our regions, the local administration has to understand its responsibility for this child. For example, now parents have to pay much in order to deliver their child for the hospital and it is quite possible to open the network of social taxi in Bashkiria, when a child in the wheeled chair can be transported to the rehabilitation center by car for a small reward”.
