As noted by State Duma Speaker Vyacheslav Volodin, public transport stops are places where large numbers of people gather. Selling vapes and cigarettes there increases their accessibility to residents, "primarily to young people," and also raises the risk of passive smoking. This is especially harmful for children, pregnant women, and people with chronic illnesses.
"The adopted law introduces a ban on the retail sale of tobacco or nicotine-containing products, including vapes and hookahs, at urban and suburban public transport stops," Vyacheslav Volodin said, adding that the decision is aimed at protecting public health.
