Control over cash circulation must be strengthened as part of the fight against the shadow economy. Russian President Vladimir Putin set this objective at a meeting of the Council for Strategic Development and National Projects.
"It is important to reduce illegal employment drastically, which violates the rights of Russian citizens. Control over cash circulation must be strengthened. At the same time, I emphasize that it is crucial to act wisely and not create restrictions on economic growth," he noted, speaking about the legalization of the economy.
Entrepreneurs and companies that conduct their business fairly and conscientiously should receive new opportunities for development and direct, tangible benefits from the legalization of the market, the president emphasized.
Putin also noted that conditions have been created in Russia for a gradual increase in economic momentum. According to him, the country's economic growth rate will "pass the expected slowdown" in 2025, resulting in GDP growth of 1% and inflation of 6% or lower.
Announcing the possibility of gradual economic acceleration, Putin noted the importance of maintaining low unemployment and moderate inflation.
The head of state also emphasized the need for comprehensive solutions to reverse negative demographic trends.
"Starting this year, the birth rate indicator will be included in the performance assessments of regional governors. New support measures for families with children are planned. This includes a family payment, which, starting in 2026, will be available to low-income families with two or more children," Putin announced, instructing the government to develop comprehensive solutions to reverse the negative demographic trend by June 2026.
