State Duma has adopted law on taxis localization

The State Duma has amended the law on localizing cars used as passenger taxis. This means a specific part of the taxi fleet must consist of domestically produced vehicles. According to the amendments, to include a car in the taxi register, one of the requirements must be met:

- The total number of localization points corresponds to the number of points established by the government for public procurement.

The car was produced under a special investment contract concluded between March 1, 2022, and March 1, 2025.

The requirements for taxi cars will not apply to cars entered into regional registers before March 1, 2026;

to vehicles in the registers of the Kaliningrad Region and regions of the Siberian Federal District - until March 1, 2028, in the subjects of the Far Eastern Federal District - until March 1, 2030.

From January 1, 2033, the only criterion for adding a car to the taxi register will be the number of localization points earned.

"In this law, for the first time, the state will determine the vertical localization of cars in all regions of the Russian Federation. A car is considered technically sound as long as it undergoes an annual technical inspection. As of today, 1 million 46 thousand cars registered in the registers of the constituent entities of the Russian Federation will operate until they are written off," explained the Chairman of the Committee for Transport and Transport Infrastructure Development, Evgeny Moskvichev.

The law is expected to come into force on March 1, 2026.
