Russian President Vladimir Putin has signed a fundamental law that defines the principles of organizing local self-government in a single system of public authority. The document was published on the Russian Federation's official legal information portal.
The new law defines the powers of local government bodies and establishes the criteria and procedure for transferring them. The document specifies three types of municipal powers: inalienable municipal powers, based on those listed in the Constitution of the Russian Federation; powers exercised by a municipality but that can be transferred to a region by the law of the subject; and powers exercised by a region but that can be distributed to municipalities by the law of the subject.
A subject of the Russian Federation can adopt the rules for the redistribution of powers in relation to all municipalities located on its territory and individual municipalities.
