Bashkiria and Belarus signed roadmap for cluster creation

In Minsk, the First Deputy Prime Minister of the Government of Bashkiria, Rustam Muratov, Head of the Ministry of Economic Development, and the Minister of Economy of Belarus, Yuri Chebotar, signed a roadmap for the creation of the Russian-Belarusian investment cluster, which will be located in Bashkortostan.

“We plan to use maximum preferences for investors here. They may include exemption from property taxes, a reduction in the rate of income tax, insurance premiums for employees until the rapid construction of a turnkey production infrastructure according to the individual requirements of investors, providing cluster participants with subsidies for the creation and modernization of infrastructure,” said the Minister of Economic Development and Investment Policy of Bashkiria.

The definition of support measures for participants of the Russian-Belarusian investment cluster is carried out in close cooperation with investors. For example, for Amkodor Holding, it was necessary to build a production site and develop a regulatory framework to compensate for infrastructure costs. In addition, for the enterprise to have a stable sales market, it is necessary to adjust the legislation on the procurement of goods for state needs. Considering the demand among investors for special investment contract instruments, using "stabilization clause" mechanisms is regarded as one of the support measures.

In his report, Rustam Muratov also emphasized that Bashkortostan today has all the prerequisites for creating a Russian-Belarusian investment cluster. Thus, in 2023, Amkodor-Agidel LLC, a plant producing grain drying equipment for grain processing, was put into operation on the territory of the Ufimsky industrial park.

In Bashkiria, issues of implementing several large investment projects with the participation of Belarusian organizations worth 15 billion rubles are being worked out. Among them are the construction of a plant for the production of special earthmoving equipment, Amkodor-Alga LLC, the creation of a production line of separators for starter, traction and stationary batteries, 1AK-Separator LLC, and the expansion of joint production of urban electric transport with the participation of MAZ OJSC, the management company of the BELAVTOMAZ holding, and Ufa Tram and Trolleybus Plant JSC. According to the head of the economic block of Bashkortostan, comprehensive cooperation between the republics is being built thanks to close interaction and support for joint investment projects.
