LDPR State Duma deputy Andrey Svintsov has submitted a bill to the State Duma to ban the display and sale of alcohol in the common area of a store. At the same time, access to such premises where alcohol is displayed and sold is not allowed to persons under 18.
As noted in the explanatory note to the bill, alcohol is now displayed in almost every grocery store, so it is impossible to pass by it. Alcohol is shown in considerable quantities in all departments. Wine is often placed next to fruits, sausages, cheeses, and snacks. Beer next to snacks, crackers, dried and dried fish, vodka next to herring, pickles, and other food products. All these marketing moves lead to a vast number of spontaneous purchases of alcohol. "The draft law proposes to determine the possibility of selling alcoholic beverages in a stationary retail facility located in an urban settlement, exclusively in separate specialized places (buildings, premises, departments, sections) in such a way that the places of placement and sale of alcoholic beverages are located separately from the places of placement and sale of other types of goods. At the same time, access to such premises where alcohol is placed and sold is not allowed to persons under 18 years of age," the document emphasizes.
The draft law states that the retail sale of alcoholic beverages is allowed exclusively in specialized stores or premises (departments, sections), to which access to persons under 18 years of age is prohibited.
"The draft law also provides that when selling alcoholic beverages at a stationary retail facility, special places (departments, sections, premises) must be allocated so that the demonstration of alcoholic beverages is carried out separately from other products and goods. And the demonstration site was not accessible to direct, barrier-free viewing by customers from those areas of the retail facility where other products and goods are sold,” follows from the explanatory note.
