Ufa plans to change General Plan and increase land tax

The press service of the city parliament reports that joint meetings of the standing committees were held in the Ufa City Council. Deputies reviewed draft resolutions submitted by the city administration and submitted them to the 45th meeting of the Council.

In total, parliamentarians discussed 25 issues. Among them are amendments to the council decisions "On a budget of the urban district of the city of Ufa for 2024 and for the planning period of 2025 and 2026" and "On the establishment of land tax" in the procedure for the placement of non-stationary trading facilities (service facilities) on the territory of Ufa, approval of the regulation on strategic planning in the municipality, reports of the city administration on the results of the implementation in 2024 of public infrastructure development projects based on local initiatives and plans for 2025.

The draft resolutions also propose amending the city's General Plan until 2042, including land use and development rules and assigning names to streets and a park in the Kirovsky District of Ufa.

Among the projects submitted by the city administration is a change in the land tax on the territory of the urban district. As noted in his report by the Deputy Head - Head of the Financial Department of the Ufa Administration Rustem Akbashev, the estimated amount of additional land tax revenues from increasing the rate in 2025 will be 8.5 million rubles, in 2026 - 8.9 million rubles in 2027 - 9.8 million rubles, in 2028 - 10.8 million rubles, in 2029 - 13.3 million rubles.

It is assumed that the revenues received from increasing the tax rate on land tax will serve as an additional source of financial support for the road fund of the urban district. The draft proposes to set the land tax rate in 2025 at 0.2%, in 2026 at 0.22%, in 2027 at 0.242%, in 2028 at 0.266%, and starting in 2029 at 0.3% of the cadastral value of the land plot. If the changes are adopted, they will come into effect for legal entities in 2025 and individuals for the 2025 tax period, with a payment deadline of no later than December 1, 2026.

Final decisions will be made at a Council meeting scheduled for November 27.
