Russian government has approved concept for disabled people's employment’s increasing

The government has approved a concept and action plan to increase the employment of disabled people by 2030. The work is being carried out at the president's initiative.

Mikhail Mishustin emphasized that the active introduction of modern technologies and the development of new forms of employment, including remote employment, open up additional opportunities for the employment of citizens with disabilities and their professional development.

As reported by the press service of the Russian government, the concept involves:

• assisting people with disabilities in opening and running their businesses,
• increasing the availability of secondary vocational and higher education, as well as retraining,
• providing graduates with high-quality assistance in their subsequent job search and adaptation to a new place.

Particular attention will be paid to SMO participants who have received a disability. As the head of government noted, to quickly resolve employment issues, it is necessary to increase the level of interaction between the Fatherland Defenders Foundation and regional employment service bodies and ensure an individual approach in each such situation.

The target indicators of the concept include:

• Increasing the level of employment of disabled people who applied to the employment service to 75% and of university graduates with disabilities to 60%,
• Launch a system by 2030 that provides social employment services and supports labor activity for disabled people in all regions of the country.

The concept includes:

• organizing career guidance work with disabled children, starting from the 6th grade of school,
• updating the list of training for disabled people in popular higher education specialties,
• approving a list of qualifications that take into account health characteristics, available for receipt and confirmation by people with disabilities,
• preparing proposals for updating legislation in terms of providing benefits and guarantees to working disabled people,
• developing measures to preserve, modernize, and formulate specialized enterprises.

The plan also includes activities to develop the Abilympics movement and promote the employment of its participants, including recommendations for employers on adapting specialists from among people with disabilities in the workplace.

"We need to consider the opinions of people with disabilities and focus on feedback from citizens, which is the importance of which the president always emphasizes. I ask you to monitor this closely," the head of government said.
