Regions will receive subsidies to complete unfinished housing

Amendments to the legislation under the state program “Providing affordable and comfortable housing and utilities” have come into force. The law has been supplemented with rules for providing and distributing subsidies from the federal budget to regions for the completion or reconstruction of unfinished capital construction projects included in the federal register. First, this concerns housing.

According to the rules, among the mandatory documents to receive a subsidy for each unfinished facility, regional authorities must provide:

• a copy of the positive conclusion of the state examination of design documentation, containing an assessment of the reliability of determining the estimated cost of construction of unfinished capital construction projects in cases established by the Urban Planning Code of the Russian Federation and a copy of the positive conclusion of the state examination of the results of engineering surveys performed to prepare such design documentation, if engineering surveys are carried out is mandatory following the Civil Code (if such an examination is mandatory under the legislation of the Russian Federation), issued no earlier than 3 years before the year of submission of the application;
• documents on approval of design documentation for the completion of construction (reconstruction) of the facility under the legislation of the Russian Federation.
