The State Duma press service reported that the legislature will consider a bill in the first reading that increases liability for traffic rule violations by persons using personal mobility devices (PIM) and cyclists.
In particular, it is proposed to introduce fines for driving a PIM while intoxicated, violating traffic rules that resulted in people being injured, leaving the scene of an accident, speeding, etc.
As noted in the State Duma, road accidents involving electric scooters and other personal mobility devices have constantly increased over the past few years. Elderly people and children are often victims of accidents. Each such incident receives a comprehensive public response, deputies receive thousands of appeals, and citizens demand increased responsibility for reckless drivers.
“The bill, which we will consider at the plenary session this week, supplements Chapter 12 of the Code of Administrative Offenses of the Russian Federation with special rules establishing liability for violation of the Traffic Rules of the Russian Federation by persons using personal mobility devices and cyclists. For severe violations - for example, driving while intoxicated - the fine can be up to 30 thousand rubles,” concluded State Duma Chairman Vyacheslav Volodin.
